Cutworm damage

So, if a cutworm damages a new seedling back to just a 'sprig' coming out of the ground...will that plant still continue to grow? I think I've taken care of the cutworms but just wanting to know if my green beans and bell peppers will bounce back from the damage. Thanks!

Are there any leaves at all left on the plants? They'll need to have a few leaves to make food to support themselves. I have had plants recover after having had the majority of their leaves stripped by snails, but it's a long process. If all the leaves are gone, I doubt the plants will have a chance to mature enough to produce a crop for you, even if they do survive the damage.
