Chili fungus??

Hey... Um could anyone tell me what this weird growth is? It seems like a fungus to me, but I dunno.. I snipped off the leaf and stem from that portion just in case something fishy is happening... To be frank, the neighbor's goat had taken a leak over our chili plants a week ago, and I was wondering if that has anything to do with this, cuz no matter how much I watered the area, the stench just won't go away, and dissipated only yesterday... I'm getting worried here, cuz I only have two plants left and I dunno what to do..

Those look like moth eggs... would hatch into plant eating caterpillars.



Goat urine wouldn't hurt the plants,... would actually add nitrogen to help growth.
