Not enough information. What is your soil type?

My first impulse is to ask if your garden has full sun?

Many things will grow in the shade but not produce fruit, or in the case of root crops the root won't develop. Radishes need full sun. If you plant the seed separated about 2 inches apart in full sun, nearly every seed will give you a nice root. Radishes need to have ample moisture. If they dry out they will bolt. They also need space for their leaves to see the sun. That is why, if they are too close together, you get few nice roots. Not enough sun.
