Are my bean seeds supposed to be gooey?

Okay, I'm extremely new at gardening and my garden bean seeds are gooey. Is that supposed to happen? The seed pack reads "White, half runner." By the way, I'm not even sure what that means! I planted them in the soil next to sugar snap peas (which are sprouting like crazy!). I planted both 6 days ago. I was poking and prodding my sprouts and where I planted the beans these little bits of white surfaced and I poked that too. It was gooey :? I probably shouldn't be poking my plants, but they're just so nifteh! Anyway... Are the beans supposed to be like this?

No!

It sounds like they have rotted.

I'm no expert, but like jal_ut has said, the seeds probably rotted, are watering too much?
