Yes they seem to be interested in procreating. but what is it?

Japanese beetles — they will eat the rose flowers, flowerbuds and leaves. I usually tip them into my cupped hand, then drop them on the ground and stomp on them. Don’t release too early or they will simply fly away. (They will scrabble around in your hand but they don’t bite or sting)

They are double trouble because their grubs will eat your lawn grass roots.

...don’t use those pheromone-attractant traps — someone once said what you need to do is get your NEIGHBOR to set those things out. :>
