Root maggots?
So, I'm very, VERY new to gardening, the house I live in has a garden that hasn't been fully tended to for around 10 years.I spent about a week de-weeding this whole thing, including taking out old plants and I found what seemed to be very small white worms? I thought they were maggots and ended up looking it up and I was right, root maggots. What is the easiest way to get rid of these or should I try to just replace most of the soil?

I found several sites that said tilling the soil in the fall and spring helps reduce their numbers. Another suggestion was to plant radishes as a sacrificial crop. Let the get infested then destroy the crop and maggots. Replacing the soil won't help if the adults are around, it will just give them a new place to lay eggs.
