Whitefly out of control

I have whitefly spreading everywhere twice a day ive been spraying the little fu**ers with dishsoap and water and kikking thousands and the next day there seems to be more. They started on my herb garden and now are on my other plants I only have a small garden but I'm not sure if I can eradicate them completely or control them.

I don't want to keeo using soapy water as it drips off the leaved and into the soil. Is there a spray that will actually remove these and kill them. Ive also tried pyrethrum spray and a fish and seed oil spray neither work. These have to be the worst gardening pest ive encountered.

I'm debating wether I should buy some ladybirds.
