Black Eyed Susans's Pest on Leaves? - yellow bumps w purple

Hello! I've noticed dimples or bumps all over leaves, even down stems, on my rudebeckia that's obviously sucking the life out of the leaf showing purple damage streaking through the veins. My research has found 1 post on 1 forum with identical photos with no answers :( I've seen a lot of different bugs on the plants but nothing consistent or numerous. Are the bumps eggs inside the leaves? I don't see anything when ripped open. Wondering if the bumps are more like dimples is caused by a sap sucker? I saw a tiny round flat green bug inside one of the yellow dimples today but my instant reaction was to smash it and I couldn't find another one. Too small the photograph anyway. Thank you!
