Strange spreading fungus?

Would anyone be able to tell me what this is? We are renting a home, and it is beginning to spread. We have a landscaper who tends to the plants; the last time he was here he just removed the affected leaves, but the problem is continuing and spreading to neighboring plants. We have alerted the property management company, but I am wondering if anyone has any information on what this could be. Thanks!

Location: Hawaii, zone 12a 587 ft elev.

It is not fungus it looks more like webbing. Probably from spider mites.
