It looks like you have a couple of problems. Rust and powdery mildew. The white coating near the stem and margins look like powdery mildew and the brown dots and the dots of yellow discoloration on the top of the leaf look like bean rust. Both are fungus due to high humidity and wet conditions. The soil also looks like it has a white coating too which tells me that it is either very wet for long periods of time or you have a lot of compost in the soil.
Fungicides are best applied when conditions are ripe for fungal growth but before the problems start. High humidity, poor air circulation, and prolonged rainy days.
Beans should be spaced far enough to promote good air circulation. In areas with high rainfall, and heavy soil, it is best to add more drainage layers to the soil or less compost and more soil. Water as needed, but if it rains sometimes you can't help that.
Select beans that are resistant to rust like Jade or Roma II. It is harder to find beans resistant to downy mildew but there are a few. Spacing plants well and preventive spraying helps.
Do not plant beans in the same spot next time or for awhile since the inoculum may persist in the soil.
Solarize the soil if you can to reduce the problem.
