Something after the seedlings

Something is de-capitating some of the seedlings, some more than others, basil being a favorite. The seedling up 1/2 to 1", still 1st leaves. This in a tray of 10 peat pellets, outside, light shade, out of rain. I don't know if it flies or crawls, leaves gone, the stem remaining straight up. I've moved to a different shelf, problem follows, then back to inside. Once true leaves grow, seems to be OK. Any ideas?

Hi Susan, Don't know what you villains are they could be bug, but when I had that problem it was mice and kangaroo Rats, which I am feeding bait to. They just mow the seedling leaving about 3/4" or an inch of stem. Let us know.
