Keep off my Corn!

We usually use a garlic water to keep pests off the plants. Crack cloves, seep them in water in the sun for a few days and spray. This usually works well. It doesn't work on our corn.
Any suggestions would be great, DH is about to give up and spray pesticides, and I'd like to avoid that.
