What the? Mites?

Not sure what this is on my pepper/chile leaves. Obviously on the underside.
They are progressively hardening off since about 5 days ago.
There's welts, and hopefully you can see the white-ish portions.Image

Get a magnifying glass and look at them closely. Do they rub off and feel sticky? If the leaves are puckered and curling they could be aphids.

If you don't see any bugs with the hand lens, and the bumps are hard and don't rub off, it may be a physiologic problem like oedema from over watering. The early bumps and curling of leaves can be mistaken for mite or aphid damage.
