Another name that bug thread...Catnip

I have been noticing a few leaves that have been ever so slightly chewed and a few have like a yellow/brownish spot on them.

As well as the tiniest of gnats

Best household solution? Cayenne/garlic/soap spray?

This is on my catnip plant

To me, that looks like what the spittle bug would look like dry, so it may be an in between stage to becoming a leafhopper.
