Kindly tell me, what is happening to the leaves of my plants?
First pic is of DAHLIA
and the other two of ROSE BUSH..
Is it fungal/insect?
HOw to cure it?

Sorry. I think the reason you haven't received replies is that we need more information. It's hard to tell from just the pictures of the leaves whether they had experienced drought, chemical/salt/wind burn, etc.
I honestly don't think this is an insect damage though, but I'm not familiar with the pests in your area.
Why don't you tell us more about how you are growing them -- in the ground, in containers, etc. Type of soil, fertilizing schedule, what kind of weather you are experiencing....?
How old the plants are could be a factor too. In your area, do you have cold season? Do roses and dahlias normally lose their leaves and how do the older leaves look?
While close up of the leaves are important, pictures of the whole plant will also help.
