Help Identifying Pest (see photos inside)

Hey everyone, I've been running into some pest problems recently. I'm not sure how to deal with the problem because I have yet to figure out what the perpetrator is :( Any help in identifying the pest is much appreciated.

The pest seems to be affecting both my basil plants and rose bush. The lower leaves of the basil plant and the upper leaves of the rose plant are littered with small circular holes to the point where just shreds of leaf are left. Below is a photo of some rose leaves. The basil plant looks even worse, but I couldn't get a good photo of it:

It seems strange that it's the lower basil leaves that are affected while it's the upper leaves of the rose bush (new growth) that are affected. The damage looks awfully similar in both plants, but could this mean there are two types of pests?

Anyway, I tried looking for the pests and one time found a small translucent caterpillar on the basil plant. However, I also saw many little black insects about the size of a poppyseed (~1 mm) on the leaves. After a longer look, I realized that the little black bugs were everywhere...on the plants and on the fence of my yard. I'm not sure if the little black bugs are the perpetrator, but I've never seen them before and now they appear to be all over the place. Below are two photos of the bug. Anyone know what it is?

Does anyone know what might be making the holes in my plants? Is it the little black bug or perhaps something else? Thanks in advance for any help!

Just a guess, and I have no time to research it right now. The insect looks like it might be a black aphid. In the second picture, you can see the piercing mouthparts.

Aphids don't chew, they pierce the plant and suck the juices, so they aren't the ones making the holes in the leaves. I recommend that you examine your plant by the light of a flashlight, well after sundown. I think you will find some kind of caterpillar, or maybe even baby snails or slugs. :)
