I have found quite a number of this insect on my Ambarella tree.
Sorry for the low pic quality. Its orange in color, about 12mm long and has wings. It likes to hide under the leaves.
I have no idea what this insect is - whether its a pest or a beneficial one. So far, I can't find evidence that it is causing destruction. I could easily find 7 or 8 of them at each time. To be safe, I have tried catching and squashing them. Its not easy as they would just fly off.
The tree is also infected with mealy bugs and mildew(?) (whitish spread under the leaves). I don't know if it has anything to do with this insect.
I have used neem oil numerous times but it could neither get rid of the orange insect nor the mealy or mildew.

It looks like a leaf hopper or a tree hopper -- more leaf than tree, though the ones around here aren't nearly as big as 12mm. Both will startle/jump away and fly when disturbed.
They both suck plant juices and can spread/introduce disease, though unless infestation is extreme, I usually don't do anything about them. I prefer to encourage diversity of fauna, and where pest bugs are, usually there are also predators that will also be harmed by application of insecticides.
If you can keep the plants healthy, they are bothered less by pests and can resist infection by diseases. When in doubt, I give them AACT as soil drench or foliar spray. Fungal diseases can be prevented with 10% Milk Solution Spray if you start regular application when humidity, etc. conditions favor their outbreak.
