White dots on branches of my maple tree

I have the cutest tree growing and now there are these white sticky dots all over it.

Only the branches - no leaves.
I popped a few off and it's not simliar to a bug... its like tiny white marshmellow balls.

Not an egg? Well not yet at least, there are no bugs inside of them.

Any ideas?

These are close up but the little balls are probably between 1/8th and 1/4th of an inch long

Could be fungal but I am not sure; can we get a close-up? Please include a dime or pencil or other comparitive device... on a twig would be preferential...
