what is this stuff its all over bug, mold, or what

what is this stuff its all over my grass and now its in my garden its fluffy on the outside kind of powdery but then its wet inside with a black layer that washes away and the bright yellow is it bad and what is it and what should I do

It looks like a slime mold, and they are harmless. The one in your picture looks like Fuligo septica, best known by the name of Dog Vomit Mold. Rather a gross name, but certainly descriptive! :lol:

There isn't anything you can do about them. Washing them away will just spread the spores and increase it all over your yard. They go away on their own when conditions become a little drier. :)
