Mexican Bean Beetle

My bean plants (green bean and lima bean) have been decimated by what I think is the Mexican Bean Beetle, after doing some research. I have been spraying with Neem oil, but it didn't solve the problem. My question now is what about next year? Is there something I need to do to the soil in the garden to be sure that I won't always have this problem?

The main thing now is to immediately clear away the garden debris (dead plants, leaves, etc) when your garden is done for the season. The adults overwinter in plant debris.
