What ARE these? -- wooly aphids?

I found these on the lowest leaves of the blackberries. When I clipped the leaves covered with these white fuzz, some of the long fuzz got left behind on other leaves. The filaments seem too strong to be fungal.... :?:

...hmmm maybe it's an infestation of Wooly Plant Hopper?
