Help with portulacaria afra

Hi everyone, I hope you're all doing well. I just registered because I need help with a plant. I bought it 2 months ago and it had many leaves. Then I repotted it and it started losing them. I went online and searched for the causes and figured I was overwatering, so I let the soil dry out for 2 weeks or so, but the problem didn't get better and now I'm noticing wrinkled, shriveled stems and started wondering if I was underwatering now, so today I watered only about 1/8th of a cup (it's in a pretty large pot). Another thing I realized is I used regular soil that I dug out myself, it's not on a cactus type soil. I also moved it to a room with better lighting because it's too cold in my area right now (about 35F) and I think taking it outside might harm it even more?. I don't know what to do to help it anymore :( Should I propagate the stem that still has a few leaves?
