My Very Sad Ponytail Palm

Please Help!!! I have over watered and under watered my plant ever since I got it in 2015. In spite of that, it still had green leaves and seemed to be ok even though most of the ends were turning brown. The real problem started last year when I repotted it from its original plastic pot. I used cactus palm and citrus potting soil but it just continued to go downhill. Earlier this year, my new kittens chewed some of the leaves and others died. I cut all the leaves off and decided to pot it in different soil in mid July 2017. When I loosened the plant from the pot, I found that the bottom of the plant (the root ball) is half gone compared to last year when I repotted it. I put it in regular soil but left it outside and it poured rain. Now the soil is way too wet so I pulled it out of the pot and plan to repot it into a plastic pot with better drainage. I have attached pictures. Any advice that might help me to save my plant will be greatly appreciated.
