redoing the garden for ice plants

I have two stretches along my front walk that I have ice plants growing in. They did great until the yellow sorrel came in and now are devastating them. I want to dig this area up and make it more suitable for them.

How many inches of soil do I need to dig out? What is the best substrate to put down? Can I cover it in river stone in the end for looks?
