Leggy Cactus

My cactus grew really tall really quickly (pic attached). It lives under a lamp that is on 12+ hours per day, but it still got leggy. Is it not receiving enough light? Would I be able to cut the skinny part of the plant without killing the cactus? If I do cut the skinny part off, would I be able to propagate that piece? Thanks!

You know, I think your cactus looks cool to me. I would leave it alone. But if you want to cut it, you want to dry the cut cactus in shaded spot for a week and once the cut piece is dry put in a soil. But from my own experience, cactus rots easily. With other succulence, I have no problem, but with cactus I had some rot when propagating.
