How to care for this succulent

As long as I can remember, I had this succulent at my house. And I never really took care of it that much- just watered it once every two weeks, and that's about it.

But viewing the succulent threads, I got inspired to actually improve the state of this plant.

As far as I can remember, it has always been small and looked, well...not so great....

Can anyone share about how to care for it?

That looks like Sempervivums. If so, they do better outside, very hardy.
