My succulent has white fluff, black and clear crystals on it

It's a tall succulent, the leaves have been turning black at the edges like it's burning. There's white fluff on some of the leaves and I don't know what's on the top. I've included a picture. I water it when the soil dries out, maybe once or twice every two weeks. Does anyone know what it could be? The black part is only on the top but there are some more clear crystal like things on some of the lower leaves.

Location: Hawaii, zone 12a 587 ft elev.

They are bugs, probably scale. Get a cotton swab dip it in alcohol and rub them off. Check around for ants and put out ant bait. Check all the leaves and under them too. Most scale like the undersides more than the top.
