Should I cut off the top of this succulent?

Hello,
I have a succulent (echeveria gibbiflora I think) and it's very leggy and at the bottom some leaves are rotting and falling off. I water it once every two weeks and the pot has drainage holes. I don't know what I'm doing wrong. What should I do?

Looks more like an Echeveria 'perle von nurnberg' to me. And yes, it is quite etiolated and beheading would be a good way to restart it. Bottom leaves shriveling and dying away is natural occurrence and nothing to fret about, the plant looks healthy as the new growths are nice and plump and no discolouration. But the fact that it is leggy simply is because of insufficient light. I have no privilege of growing these sun-loving echies either, because I only grow my plants at windowsill that doesn't get much direct sun. If you can't get it some strong light, I would recommend beheading it wait for it to root, and either use grow light to help or probably give it to someone that can give it bright sun.
