Small eggs/scales lined up on plant leaf

Does anyone know what these are? See picture below. They are on several leaves of my succulent plant - typically on the underside, lined up nealy in a row, slightly overlapping one another, right on the edge of the leaf. Would they be leaf scale? Insect eggs?

Yup, I think a major infestation of scale insects They start looking all lined up like that when there are so many they are filling up all the space.

If you dip a Q-tip in rubbing alcohol and touch it to each one (individually!), it will kill them without harming the rose bush.

Idk those must be the biggest mealy bugs I've ever seen if they are them and it is an infestation, are they white kinda fluffy?
