It looks to me like a mostly (if not entirely) dead juniper.

I concur. Dead. They remain green long after death. As to how to fix it... wel, you can't fix death, obviously, but if there is any life at all left in it, it needs to be outside, in bonsai soil, and watered when mostly dry. Nothing else special need be done, just take care of its basic requirements, hope it's not dead, and hope it pulls through.
