I purchased some cuttings to start some trees with the hopes of turning them into bonsai in a couple of years. My weeping willow developed roots first. Right now it's in a pretty small pot. My question is, how do I determine when it's time to put it in a larger pot so it's trunk can have some time to develop. Do I wait for signs of it becoming root bound or should I just replant it whenever?

If you are growing out the trees you need to repot frequently. When you are ready to start shaping, you will need to then consider root pruning and reducing the root volume.
Most bonsai trees are repotted very 6 - 12 mos. They need to be fed and watered regularly since they have only a small amount of media (akadama).
