How to use cow manure?

Hi, I bought a bag of (treated) cow manure (weights 10 Kgs) and I'm wondering about how should I use it, I'm planning to grow onion in a medium sized container in my balcony so how much should I put? and if I add it now will I have to wait for a period of time before planting the onion seeds? I also have some flowers that seem to need composting, should I add it directly or will that hurt my plants? Thanks for reading
