Not quite ready compost as mulch

Hi everyone.

I have a 3' x 3' x 3' high bin with eight month old leaves/fertilizer mix. Now down almost 50% in volume. It's not compost yet. I've heard that I can put this down as mulch on my flower beds. If I do, will this mulch become compost and give my dead dirt life? Or should I wait until it's compost to put down?

(I'm running out of space in bin number three and can use an empty bin)

if it's mostly leaves, and not much sloppy, uncomposted greens, it should be fine.

I use a lot of that kind of stuff as mulch around the tomatoes etc. for the hot summer. It will keep the soil cool and moist, and the worms and other critters will eat it from the bottom, and by fall you won't be able to find it anymore.
