Our orchid club speaker tonight was from plant quarantine division. I can send seeds if I take them to the plant quarantine office and have them inspected and packaged right there. (This I already knew). What I did not know was that I cannot get seeds even if they are off a seed rack from anywhere else unless it was inspected prior to shipping except when it comes from a certified nursery. Domestic inspections are conducted by the state. International inspections are conducted by the USDA.
If I want to go on a plant safari to the contiguous states ( Hawaii, Alaska, Puerto Rico, Guam, unfortunately we are used to being treated as foreign countries.) If I plan to purchase certain plant material, I would have to get an import certificate which costs $20 for a single shipment or $100 for multiple shipments in one year from the date issued. On the single shipment, if I says I am going to bring in 5 plants, I cannot bring in more than that. However, If I put down 100 or 1000 plants I could still bring in 1 plant in a single shipment within the year. There are labeling requirements as well.
