grassy mounds?

hi!
we noticed about a month ago that these little mounds were popping up. we cut the grass every week but these grassy mounds grow quite fast. we did get a puppy in January. the mounds seem to be located where he goes potty. we do not see soil around the mounds; it's all grass. any idea what is causing this? I'm attaching a photo.
