I went to a lecture once and it was said that lawns should be renovated every 7 years. Reality is that people only do it when they buy or sell a house or if the lawn is compacted and mostly dirt 20 years or more later.
If it is an old lawn and the ground is compacted and the "grass" has more weeds than grass, then it is probably time to renovate.

You could try aerating it with one of those heavy spiked lawn aerators to loosen the soil if it is compacted. Your lawn looks to have St. Augustine as the main grass, but I could be wrong. Like imafan26 mentioned, it would help if you put your location in the post or your sig line. I'm not one to look up zip codes to see where someone lives.
Perhaps in the spring you could use a weed and feed fertilizer to help get the grass going and rid the lawn of weeds that rob it of water and nutrients.
