New Lawn Need Help

I just bought a house back in August which was a new build and it is my first home in Greenville SC. I am very new to lawn care and do not know much of anything yet, that is why I am joining this forum. My overall goal is to create a very nice lush green lawn with no weeds.

I noticed that the builder had laid bermuda sod right on top of clay. Since I moved in the grass has not been green at all. In the back yard there is an area where they did not lay any sod at all and apparently put down seed which never resulted in grass (picture). Today I decided to till part of the clay and weeds in order to eventually mix seed with top soil and lay over top. I am not 100% sure if that is what I should do for that back portion.

I also have quite a bit of weeds around the front and back yard as well. I just bought some Weedbgone for the weeds and Sta Green grass seed for bermuda. I also bought Penngreen Carolina Special 16-4-8.

1. What should I do about the back portion?

2. What should I do about the rest of the yard?

Any direction for getting my lawn into shape would be appreciated.
