Bermudagrass? Weed or other problem?

I have some brown spots in my grass. I thought it was Bermudagrass coming through, so I treated it with Bayer Bermudagrass control, but it is still coming through 1 month later and the other fescue is not coming through.

Any ideas? Can you identify the problem and recommend next steps? THANKS!
