Replant or just fertilize?

Okay folks, here's the thing. I live in central Wisconsin. The house I grew up in had an unusually large lawn (considering we lived in town) and my father insisted on mowing the bloody thing every single week. So I always vowed that when I had my own home, I would definitely not mow every week, nor would I do much else with the grass.

Then a couple years ago we had a problem with our well and the plumber had to come in and dig up part of our lawn. I had to replant the grass in that part and to my surprise, I enjoyed it. (Good thing too, since it took a few tries.)

Now this year I'm trying to figure out what to do with all the thin spots in the lawn. I've decided to put some fertilizer on it for sure, though it's going to be something entirely organic since we have pet rabbits that we let run on the lawn in the summertime. The question is, should I just put down the fertilizer first and see if that helps? Or should I go ahead and put down some new seed? And if I put down new seed, should I just put it where there's no grass, or rake up the whole darn area and replant everything?

HELP!

Here's some shots of what these spots look like:

Your lawn will benefit from applying seed and starter fertilizer now in the areas where you can see the soil, disturb the soil so you can get the seed into the soil. Once it is established give the whole lawn more fertilizer 3-4 times during the season, then reseed remaining bare areas again in the fall.
