Rough, brown grass taking over my lawn

Greetings,

My front lawn has areas of very thick, short yellowish and brown grass. It seems to have spread over the last two years. The lawn will green up when the longer grass grows in, and it looks the worst this time of year.

Last year I tried aerating and over seeding and fertilizing, which helped a little.

Am I dealing with a species of grass not suitable for this climate (Chicago) or do I have a disease? I'm going to work hard this year for a nice green lawn and I have no idea what I'm dealing with. Photos attached. Thanks for any feedback or suggestions.

I also live in the Chicago suburbs and am seeing the same problem. Neighbors have it worse than I do, and I don't want it to take over my lawn. What is it, and is there a way to get rid of it without completely killing it and starting over?
