New to gardening - need help renovating a lawn

Am recently single and am now taking over the job of looking after the front garden. Unfortunately all my partner used to do was cut the grass, therefore it is covered in moss and dandelions. I used moss killer which made the moss black but raking it all out is taking forever and has made me realise just how much there is. I think that by the time I have pulled it all out there will be muddy patches everywhere. Also, I tried putting salt on the dandelions but that made no difference. I also tried lawn weedkiller and they seem to thrive on it! The grass that is there seems to be in very good condition and is lovely and green but unfortunately there seems to more moss and weeds than actual grass. It is quite a small garden and was wondering if it would be better to just dig it up and sow grass seeds. If so, can anyone tell me the best way of going about it and if you can sow the seeds at any time of year. Any suggestions would be much appreciated.
