What is the best herbicide/grass seed combo to get rid of weeds and get
a good stand of real grass?

Not being into poisons, I would suggest put down corn gluten meal now and again in early spring. It is a corn product that functions as a pre-emergence herbicide, suppressing the growth of weed seeds, but also as a high nitrogen feed for your soil. 6 weeks after the spring application, you can put down your new grass seed.

I guess I have changed over the past eight years of reading on helpful gardener! I read the title/ headline and thought "but why would you want to do that?" Then I opened it up and saw my own response about the corn gluten.
Maybe I was just trying to give the OP what they asked for but in an organic way. Now I would just say let them grow!!
