I have a beautiful Hydrangea every year it grows lots of buds only a hand full of the buds go to full bloom. it grows is well lit area but not strong sunshine.
Hydrangeas do well with dappled sun or mostly shade, like say, morning sun only. I'm not sure why they would only bud and not fully bloom, but a lot of great information can be found here:
