Mulch for Hydrangia like Rice Shells??

I just got a few All Summer Blume Hydrangia from Spring Hill Nursery.
They are came with a new type of mulch at the top that looks like brown rice shells.
Anyone has some idea as to what type of mulch is this? I have not seen anythinglike this in the garden stores.
