Annabelle Infestation

My 12-foot Annabelle hedge has been infested with leaf-roller for about five years. I tried clipping the rolled leaves off, and I tried BTK, now I'm trying opening the rolled leaves and trying to kill the little catepillers inside, but to no avail. I lost 3 more plants today. Anyone has any experience with this and any advice. Thank you.
P.S. They still bloom but the plants are a bit shorter and the blooms a bit smaller.

Caterpillar? Try neem oil, we are currently editing a bunch of articles on dealing with various gardening problems, if I come across some sort of cure for caterpillars, I'll post it here for you.
