no blooms in 3 years

have plant in front of house that gets morning sun.no obivious diseases. grows to about 18". Should I relocate and when. pls advise.

Yes. Relocate plant to Florida :lol: .

You are getting the flowers frosted off in your neck of the woods (a little cold for hydrangea). Try Hydrangea 'Endless Summer'; bred in Minnesota, Zone 4 hardy and blooms on first year wood so you always get flowers...
