Indoor Hydrangea not Growing

I've taken this plant back indoors. It has been 3 years and it has not even grown 6 inches.I have seen only 1 flower.Can anyone tell me what needs to be done. What can I do? This was a potted plant given to me for Easter.It will have light blue flowers.We are in Muskoka and maybe, just maybe the zone is too cold. [/b]
