Brown Spots on Basil Leaves?

Help, does anyone know why my basil leaves have brown spots on them now? Is it too much water?

I have the same problem but also have lots of holes. There are lots of little black bugs on them too so I think they are making the holes. Not sure if I should use the leaves with the brown on them or not, they don't look very appetizing. Not sure what to use to get rid of the bugs. I don't want to use a chemical as I want to dry them as soon as they are big enough. Any ideas?

Sounds to me like flea beetles though have never had a problem from them on basil. I read one link that suggested catnip as a deterrant companion plant. I have had problems with them on my egg plant. Usually use conventional pesticide prior to fruit formation. Would not use pesticide on any leafy product however. One solution could be to shake the plant to chase the critters away and then weight down some shear material like is used in making a veil. Such material is very inexpensive at walmart or similar retail store.
