Japanese Parsley Mitsuba - Perennial?

Is Japanese Parsley or Mitsuba a perennial? I've seen on a fair few websites now that this plant should be perennial but mine always seems to go to seed and then completely die off in late autumn with nothing reappearing in the spring. Any ideas?

I don’t think it’s a perennial. More like biennial.... but I pull out the really big plants that are going to seed except for a few to allow to go to seed, and any old and decrepit ones that aren’t doing anybody any good, so I can’t say if I’ve allowed any to stay in the ground more than a couple of years to know for sure that they are NOT perennial.... I’d always assumed the ones that survived the winter and growing are in their 2nd year.

Yours don’t self-seed?

I have had some self-seeding but it's a little irregular, and if I'm not careful, then slugs, snails and competition from other plants gets the better of the seedlings. I'd prefer a healthy adult plant that regrew each spring like Lovage, but you can't have everything I suppose.
