Lemon Verbena won't make branches

Isn't Lemon Verbena supposed to be a shrub? Mine is in a pot and growing in one long single stalk, I have had it almost a month now but no branches. It smells wonderful though :)

edited: I see there are of some small leaves growing in between but only at the top of the of the plant

I'll post a picture.

The individual stems don't really branch. It's only "shrubby" because it grows more stems:

If you cut back (and harvest the cut portion) to just above a set of healthy leaves, it will grow new shoots and form side branches.
